José Manuel Albares highlighted the work of the Council Foundations as part of the country's "external projection ecosystem"
The Minister of Foreign Affairs, European Union and Cooperation, José Manuel Albares, closed the presentation of Spain's Public Diplomacy Strategy 2026-2028. This Strategy represents a milestone in Spanish foreign policy by providing, for the first time, a common strategic framework for the international outreach efforts undertaken by public institutions, the private sector, academia, culture, sports, and civil society.
More than 100 people attended the event: ambassadors and other diplomatic representatives, representatives of international organizations, academics and representatives of prominent think tanks, as well as senior officials from the Ministry of Foreign Affairs and the Prime Minister's Office.
During his address, the Minister emphasized the importance of this Strategy in the current context, characterized by the rise of narratives that question the foundations of the rules-based international order.
José Manuel Albares also highlighted the work of the Council Foundations, which, along with other institutions such as the diplomatic network, the Network of Spanish Houses, the Spanish Agency for International Development Cooperation (AECID), the Cervantes Institute, the Global Observatory of Spanish, and the Carolina Foundation, "and alongside them, a growing number of non-state actors operating internationally: our companies, our universities, our foundations." He noted that the Council Foundations "forge bilateral relationships from civil society and the business sector."
In an international context marked by geopolitical competition, technological acceleration, and the increasing importance of perceptions and narratives in international relations, the strategy seeks to strengthen Spain's capacity to engage in dialogue with societies in other countries, project its values and interests, and consolidate its global influence.
